Does admin-system development include customer service and campaign operations?
Admin-system design, development, permission setup, training, and contracted defect handling may be part of Wavesteam's software service. Daily customer replies, campaign creation, content moderation, price changes, and commercial outcomes are client operations by default. Managed operations need separately defined people, accounts, approval, hours, data access, and measures.
The confusion comes from combining system delivery with business operation. A development team can make campaign setup safer and ticket assignment more accurate, but cannot silently assume responsibility for discounts, compensation, brand voice, or content policy. A vague promise of “platform operations support” creates predictable disputes over holiday coverage, data errors, payouts, and account security.
When decomposing features, data, and acceptance scenarios, also compare Can we have an admin console for making routine changes ourselves?; the linked guidance adds context that should be considered in the same decision.
| Work | Usual owner | Evidence | Separate agreement needed for |
|---|---|---|---|
| Admin UI, interfaces, and permissions | Technical provider | Scope, prototype, and tests | Added scope or changed third-party interface |
| Initial setup and data import | Contract allocation | Mapping, volume, and sample results | Cleansing and historic-data repair |
| Administrator training and technical documents | Technical provider | Roles, sessions, versions, and asset list | On-site repeats or multilingual material |
| Daily support, campaigns, and content action | Client operations | Rosters, playbooks, and business KPIs | A purchased managed service |
| Incidents and defects | Technical provider | Severity, response, and restoration targets | Out-of-hours cover and third-party failure |
| Price, compensation, and moderation decisions | Authorized client owner | Approval rules and logs | Explicit delegated authority and limits |
The system should reduce operating risk. Separate support, campaign, finance, and moderator roles. Require confirmation or approval for bulk coupons, price changes, refunds, deletion, and customer-data exports. Record who changed what, when, the previous and new values, and the related business record. Campaigns need draft, preview, scheduled activation, pause, and rollback. Shared administrator credentials defeat accountability; use named accounts, least privilege, and prompt offboarding.
Write scope at action level. An “activity module” should identify promotion types, exclusions and stacking, timezone, inventory, refund treatment, preview, and withdrawal. A “support module” should state channels, assignment, tickets, attachments, masking, and history. Having a feature never implies that the developer will operate it each day. Add a RACI or equivalent responsibility matrix before launch.
Treat managed operations as a continuing service. Define staff qualifications, coverage, handover, accounts, visible data, script approval, campaign-spend limits, escalation, recording or logs, confidentiality, termination, and data return. Price, refunds, and external promises require formal authority, not a chat message. Development fees do not include unlimited ongoing labour; on-site, night, and public-holiday coverage normally need their own costing.
Do not accept the admin system by counting pages. Run real operations and measure campaign setup time, bulk-configuration error, unauthorized-access tests, time to stop a bad campaign, ticket-routing accuracy, import successes and failures, and audit completeness. Assess managed operations separately with coverage, first response, resolution, complaints, and precisely defined business outcomes. Sales are influenced by product, traffic, price, and strategy, so they are not a standalone software-quality KPI.
Wavesteam's default is to deliver an operable, auditable, maintainable administration system with the contracted training, warranty, or support. The client retains decisions and daily execution. If operations are included, responsibilities, people, and permissions are explicit. When established campaign or support SaaS fits, Wavesteam may recommend it with integration instead of custom construction.
